To make a video call using your Nokia E7 you need to have a 3G network. 3. Search for the contact that you want to have the video chat with
4. Click on the contact
5. In your contact card options select Video call
6. Now you are all set for your video call

The video calls normally take couple of minutes to set up depending on the network, so be patient. Also if your video call is unable to go through due to network or the other party denied the request you will be promptly asked if you want to make a normal call or sms the contact.
